NTERREG III A project „Establishment of Belarusian-Latvian Cooperation in the Field of Children's Palliative Care"

Professional and legal status of palliative care services in Eastern European countries, including Latvia and Belarus, has not been clearly defined or recognized on the national level. In spite of 10-year existence and rapid growth palliative care still fails to occupy a definite legal position within health care sectors of post-soviet countries, which puts in question professionalism of this branch and its right to valuable existence.
The main objective of the proposed project is to strengthen and promote development of palliative care services in Latvia and Belarus by means of establishing cooperation between Belarusian and Latvian palliative care institutions in the field of methodology, normative regulation and education. The project is aimed at enhancing coordination and fruitful collaboration between Belarus and Latvia in health care sector.
Sub-objectives of the given project are the following:
1. Providing guidelines, monitoring tools and documentation for efficient functioning of palliative care services in Latvia and Belarus.
2. Improving qualification and skills of palliative care workers (doctors, nurses, social workers, psychologists) in the field of rendering assistance to incurably ill children
3. Promoting development and increasing role of palliative care in the state health care sector of both the countries.
4. Increasing co-ordination and collaboration between regional hospices in Latvia and Belarus.
5. Dissemination of palliative care knowledge and experience in Latvia and Belarus and other Eastern Europe countries.
 
Several work meetings with different healthcare authorities were organized, aimed at establishing prospects of the Byelorussian-Latvian cooperation in children's palliative care, discussing the common palliative care instruments and their introduction in the country, identifying ways of integration of the created palliative care instruments into the state healthcare system in Latvia. 4 web conferences with participation of the project partners and healthcare officials were organized in order to discuss directions of the cooperation. 1 round-table meeting in Latvia, 1 – in Byelorussia, attended by 2 representatives of either partner together with a Latvian/Byelorussian public healthcare authority official, totalling up to 10 participants in order to present and share the produced instruments and perform group-work in creation a common strategy and normative documentation.
 
Latvian expert prepared and conducted the seminar "Medical aspects of care of incurably ill minors. Pain and symptom control" on February 18th and the seminar "Psychological and spiritual aspects of children's palliative care" on March 4th 2008. at the Byelorussian Children's Hospice. Due to the decreased project implementation period, the project coordination committee opted for a one-day seminar. Due to the fact that the project for the Byelorussian partners is still in progress, the seminar "Complementary techniques in palliative care", which will be prepared and conducted by the Byelorussian experts, will be held in October 2008.
