The United Nations Office on Drugs and Crime publication ‘HIV and AIDS in places of detention: a toolkit for policymakers, programme managers, prison officers and healthcare providers in prison settings’ includes a section on palliative care. It also discusses pain management and compassionate release and states 'for those prisoners who cannot be released, prisons must provide adequate palliative care'.
